2011 INCMA Lecture Series:
“Intelligence Perspectives on Protecting Critical Infrastructures”

Please join the InfraGard Nations Capital Members Alliance (INCMA) for the next event in our 2011 Lecture Series. The theme for this event is "Intelligence Perspectives on Protecting Critical Infrastructures."
WHO: A panel of four distinguished speakers representing InfraGard's primary government stakeholders, the Federal Bureau of Investigation (FBI), the Department of Homeland Security (DHS), and the U.S. Intelligence Community (IC). Each speaker will address the intelligence challenges that are unique to the FBI, DHS and the IC respectively – as well as how all three stakeholders are working together to leverage their capabilities and meet current challenges in new and innovative ways.
The confirmed speakers are:
- C. Elaine Cummins, the FBI's Chief Information Sharing Officer;
- Phillip E. Lacombe, President and COO of Secure Mission Solutions, an integrated security company and former Director of the President's Commission on Critical Infrastructure Protection (PCCIP); and
- Darryl Kramer, Private Sector Partnership Coordinator in the Office of the Under Secretary for Intelligence and Analysis in the Department of Homeland Security.
- Andrew Flanzer, Intelligence Analyst in the Office for Intelligence and Analysis, Homeland Counterterrorism Division, in the Department of Homeland Security.
Elaine Cummins is the FBI’s Chief Information Sharing Officer (CISO). In this capacity, she leads the planning and coordination of all FBI information sharing activities under the auspices of the FBI Information Sharing Policy Board (ISPB). In addition to internal FBI intelligence and information sharing initiatives, she coordinates and represents the FBI with numerous law enforcement and intelligence community policy oversight organizations. These information sharing policy groups include DOJ LEISP Coordinating Council, the Global Justice Criminal Intelligence Coordinating Council (CICC), the Office of the Director of National Intelligence CIO Information Sharing Steering Committee (ISSC), and the National Security Council Information Sharing and Access Interagency Policy Committee (ISA IPC).
Phillip Lacombe is President and Chief Operating Officer of Secure Mission Solutions. Prior to joining SMS, Phil was an Executive Vice President with security provider Olive Group where he led its technology-enabled security practice through a period of dramatic growth in Middle East markets. Before joining Olive Group, he was a Senior Vice President and General Manager of the Integrated Security Solutions Business Unit of SAIC which was integrated from three business to a unit of over $250 million. Phil was also Vice President, of the Secure Mission Solutions line of business at General Dynamics where he managed $300M security and systems business in IC, DoD and civilian agencies. As a Senior Vice President of Veridian, Phil was a key member of the corporate team that assembled Veridian by the acquisition of Calspan, Veda, MRJ, Trident, Erim, & Signal. Additionally, he was a founder and President of the Information Technology Information Sharing and Analysis Center (IT-ISAC) and the Director of the President's Commission on Critical Infrastructure Protection (PCCIP).
Darryl Kramer is Private Sector Partnership Coordinator in the Office of Intelligence and Analyis at the Department of Homeland Security, where he is the DHS Technical Advisor to both the State Department's Overseas Security Advisory Council (OSAC) and the FBI's Domestic Security Advisory Council (DSAC). In addition, he is the new Program Manager of the Analyst-Private Sector Program that was just transferred from ODNI to DHS. Darryl came to I&A following a career in the defense industrial base. He worked for BAE Systems-IT where he authored several classified reports on terrorist gropus, Iraqi security forces, and adversary perception management campaigns for the Defense Intelligence Agency (DIA). Prior to DIA, Mr. Kramer worked for Macaulay Brown, Inc. supporting Combatant Commands and Joint Forces Commanders wtih time sensitive full spectrum information operations intelligence in the Joint Information Operations Center, then with SAIC in the Air Force Information Warfare Center.
Andrew Flanzer is an intelligence analyst with the Department of Homeland Security, Office of Intelligence and Analysis, Homeland Counterterrorism Division. Andrew leads a team responsible for analysis on major special events, analytic input to the National Terrorism Advisory System, and emergent terrorist threats that may affect state and local law enforcement. Andrew has a bachelor's degree in International Relations from Goucher College and a Masters in International Security Studies from Georgetown University.

This event is open to both InfraGard Members and Non-Members.

WHY: Since 9/11, the U.S. Government has undergone some fundamental shifts in both the organization and the operation of agencies charged with addressing threats to critical infrastructures, including an unprecedented level of partnership between agencies themselves, and between government and industry. The continuing evolution of InfraGard represents a vital resource to both government and industry in keeping our critical infrastructures secure, and there is more that can be done.
